At the instance of "r. Amery, the China Indermity (Application) Bill, now before Parliament,
has been amended by the substitution of the words "British Empire" for "United Kingdom" at the end of clause 1. The primary object, for which this was done, was to enable Chinese purchases to include Australian hard-wood for sleepers. But the wording lends itself equally to such an object as endowment of a Chinese
Faculty at the Hong Kong University or to schemes for the mutual interest of China and Malaya. I hope that
the Colonial Office will bear this in mind. Also the
very important matter of the loop-line railway to connect
the Kowloon-Canton with Canton-Hankow line should not
be overlooked. It is vital for the future of Hong Kong.
